Head of Advisory and New Projects

REPORTS TO:  President & CEO
LOCATION: Toronto

Position Overview (Purpose):

Lead the team that will fulfill CIB’s mandate to provide advisory services to public proponents of infrastructure projects including project definition, overall financial structure, capital sourcing strategy, potential partners and execution options.

Incubate new projects from idea to bankability.

Build and maintain a national inventory of new infrastructure projects.

Codify global best practices on developing new infrastructure.

As a member of the executive team, contribute to building the capabilities of CIB.

KEY RESPONSIBILITIES/ACCOUNTABILITIES:

Advisory:

  • Build a network of public partners including federal, provincial, territorial, municipal governments and agencies and indigenous communities
  • Review early stage opportunities for CIB bankability
  • Creatively redefine projects to create a path to CIB bankability
  • Refer non-bankable projects to appropriate public or private sector sources of financing

New Project Incubation

  • For CIB-bankable projects, outline to the proponent the path to raising capital
  • Where appropriate, use CIB’s network to support proponent prior to raising capital
  • Hand-off bankable projects to Investment team for syndication of financing

National Pipeline

  • Build a pipeline of potential projects, including but not limited to potentially CIB-bankable projects
  • Create an intake process that stimulates the creation of new CIB-bankable projects
  • Manage the content on an open-access platform (while maintaining confidentiality for commercially sensitive information)

Best Practices and Knowledge Management

  • Codify global and Canadian best demonstrated practices across the infrastructure value-chain from idea inception to investment exit, including the measurement of benefits and the transferability of practices
  • Create and maintain knowledge management processes in support of continuously reinforcing CIB’s expertise
  • Identify new technologies that may disrupt infrastructure (positively or negatively)

Management and Leadership:

  • Provide team leadership including recruitment, driving clear organizational goals and objectives, training/development planning, performance feedback and recognition
  • Oversee the establishment of individual employee goals; monitor progress, remove obstacles and ensure that all meet time, budget and quality objectives
  • Develop internal policies and procedures related to Advisory and New Projects’ activities
  • Manage outsourced services to ensure high quality projects/products are delivered on time and within budget
  • Adjust organization and staffing as needs evolve
  • Maintain and manage the team budget
  • Other duties and special projects, as required

QUALIFICATIONS:

Education:

  • Graduate degree in business, economics, engineering or equivalent experience

Languages:

  • Bilingual in English and French, both oral and written, is an asset

Experience:

  • Minimum 20 years’ experience in related roles, including:
    • Infrastructure or real estate development
    • Strategy consulting
    • Private investment (equity or debt)
    • Project finance
    • Project management
    • Project delivery
    • Knowledge management
  • Demonstrated success in translating broad concepts and ideas into clear and logical projects and action plans
  • Experience managing/leading teams

  • Ability to develop meaningful metrics, and analyze and report on the results of the team’s activities

OTHER JOB REQUIREMENTS:

  • Security screening checks required
  • May require work outside of standard office hours to support events and meetings
  • Frequent travel
